Current Affairs for August 2015- Daily Updates:
- The new simplified “Guidelines Governing Adoption of Children 2015” notified by the Central Government on 17th July 2015 have come into effective from today. Along with it, the fully revamped IT application for the purpose of adoption of children , CARINGS (Child Adoption Resource Information & Guidance System), has also become operational from 1st August 2015.  
- Rajasthan government appointed retired IAS officer Lalit K Panwar as New Chairman of Rajasthan Public Service Commission (RPSC), Ajmer.  The Department of Personnel (DOP) issued the order stating that Panwar's term would begin with his joining as Chairman of the RPSC, its official said.
- उदयपुर में फतेहसागर झील स्थित उदयपुर सौर वेधशाला एशिया की सबसे बड़ी मास्ट (मल्टी एप्लीकेशन सौलर टेलीस्कॉप) दूरबीन स्‍थापित की गई। मंगलवार को इसका उद्घाटन मुख्य अतिथि भौतिक अनुसंधान प्रयोगशाला प्रबंधन परिषद के अध्यक्ष और इसरो के पूर्व अध्यक्ष प्रो यूआर राव ने किया।
- देश की प्रथम महिला श्रीमती शुभ्रा मुखर्जी का आज सुबह (18 अगस्‍त 2015) को निधन हो गया है। उन्‍होंने सवेरे 10 बजकर51 मिनट पर अंतिम सांस ली। वे कुछ समय से बीमार चल रही थीं।
- 76.19% (Male 76.27% & Female 76.15%) voting was recorded Monday in 129 Urban local body elections in Rajasthan. Barring minor incidents, the polling across the state was peaceful.

Monetary Policy of RBI

Monetary Policy of RBI in India: Monetary policy is the process by which monetary authority of a country, generally a central bank controls the supply of money in the economy by its control over interest rates in order to maintain price stability and achieve high economic growth. In India, the central monetary authority is the Reserve Bank of India (RBI). is so designed as to maintain the price stability in the economy. 
Other objectives of the monetary policy of India, as stated by RBI, are:
1. Price Stability
2. Controlled Expansion Of Bank Credit
3. Promotion of Fixed Investment
4. Restriction of Inventories and stocks
5. To Promote Efficiency
6. Reducing the Rigidity
Major Monetary Operations:
1. Cash Reserve Ratio (CRR):  Cash Reserve Ratio is a certain percentage of bank deposits which banks are required to keep with RBI in the form of reserves or balances. Higher the CRR with the RBI lower will be the liquidity in the system and vice versa. RBI is empowered to vary CRR between 15 percent and 3 percent. But as per the suggestion by the Narsimham committee Report the CRR was reduced from 15% in the 1990 to 5 percent in 2002. 
2. Statutory Liquidity Ratio (SLR): Every financial institution has to maintain a certain quantity of liquid assets with themselves at any point of time of their total time and demand liabilities. These assets have to be kept in non cash form such as G-secs precious metals, approved securities like bonds etc. The ratio of the liquid assets to time and demand liabilities is termed as the Statutory liquidity ratio.There was a reduction of SLR from 38.5% to 25% because of the suggestion by Narshimam Committee.
3. Bank Rate Policy: The bank rate, also known as the discount rate, is the rate of interest charged by the RBI for providing funds or loans to the banking system. This banking system involves commercial and co-operative banks, Industrial Development Bank of India, IFC, EXIM Bank, and other approved financial institutes.

RAS Mains New Exam Pattern in English, Hindi: Rajasthan Public Service Commission (RPSC), Ajmer has issued New Pattern or Scheme of RAS Pre 2013 and RAS Pre 2015-16 from year 2013 onwards Examination and Syllabus for Rajasthan State and Subordinate Services Combined Competitive (Preliminary) ExaminationThe number of candidates to be admitted to the Main Examination will be 15 times  the total  approximate number  of  vacancies  (category  wise) to be filled in the year in the various Services and posts, but in the said range all those candidates who secure the same percentage of marks as may be fixed  by  the  Commission  for  any  lower  range  will  be  admitted  to  the  Main  Examination. The  written  examination  will  consist  of  the  following  four  papers  which  will  be  descriptive  /analytical.  A  candidate  must  take  all  the  papers  listed  below  which  will  also  consist  of  question  paper  of  brief,  medium,  long  answer  and  descriptive  type  question.  The  standard  of  General  Hindi  and General English will be that of Sr. Secondary Level. The time allowed for each paper shall be 3 hours
Paper-1: General Studies–I = 200 Marks, 3 Hours
Paper-2: General Studies–II = 200 Marks, 3 Hours
Paper-3: General Studies–III = 200 Marks, 3 Hours
Paper-4: General Hindi and General English = 200 Marks, 3 Hours.

NITI Aayog

NITI Aayog ( नीति आयोग) or National Institution for Transforming India Aayog is a policy think-tank of Government of India that replaces Planning Commission and aims to involve the states in economic policy-making in India. It will be providing strategic and technical advice to the central and the state governments i.e. by adopting bottom-up approach rather than traditional top-down approach as in planning commission. The Prime Minister heads the Aayog as its chairperson While the Planning Commission had no representation for State and Union territories, the NITI Aayog has. Union Government of India had announced formation of NITI Aayog on 1 January 2015. The first meeting of NITI Aayog was held on 8 February 2015.

The  written  examination  will  consist  of  the  following  four  papers  which  will  be  descriptive  /analytical.  A  candidate  must  take  all  the  papers  listed  below  which  will  also  consist  of  question  paper  of  brief,  medium,  long  answer  and  descriptive  type  question.  The  standard  of  General  Hindi  and General English will be that of Sr. Secondary Level. The time allowed for each paper shall be 3 hours
Paper-1: General Studies–I = 200 Marks, 3 Hours
Paper-2: General Studies–II = 200 Marks, 3 Hours

RPSC, Ajmer on 29th September 2016 has issued New Pattern for RAS Mains 2016 with Minor changes including removal of Rajasthani Language from Syllabus.

Reserve Bank of India (RBI)

Reserve Bank of India (भारतीय रिज़र्व बैंक) is India's central banking institution, which controls the monetary policy of the Indian rupee. It commenced its operations on 1 April 1935 during the British Rule in accordance with the provisions of the Reserve Bank of India Act, 1934. The Central Office of the Reserve Bank was initially established in Calcutta but was permanently moved to Mumbai in 1937. The Central Office is where the Governor sits and where policies are formulated. Though originally privately owned, since nationalisation in 1949, the Reserve Bank is fully owned by the Government of India.
Central Board of Directors is the main committee of the Central Bank. The Government of India appoints the directors for a 4-year term. The Board consists of a Governor, and not more than 4 Deputy Governors, 4  Directors to represent the regional boards, 2 from the Ministry of Finance and 10 other directors from various fields. The board is appointed by the Government of India in keeping with the Reserve Bank of India Act.
Preamble: The Preamble of the Reserve Bank of India describes the basic functions of the Reserve Bank as: "...to regulate the issue of Bank Notes and keeping of reserves with a view to securing monetary stability in India and generally to operate the currency and credit system of the country to its advantage."

RAS Pre New Exam Pattern in English:
The Preliminary Examination will consist of one paper on the subject specified below, which will be of objective type and carry a maximum of 200 marks. The examination is meant to serve as a screening test only. The Standard of the paper will be that of a Bachelor’s Degree Level. The marks obtained in the Preliminary Examination by the candidates, who are declared qualified for admission to Main Examination will not be counted for determining their final order of merit.  

Single Paper of RAS Pre: General Knowledge and General Science
Total Marks = 200, Duration = 3 Hours 
1. There will be 150 questions of multiple choice (Objective Type), carrying equal marks.
2. There will be negative marking. 1/3 mark will be deducted for each wrong answer.

RAS Pre 2013 on 31st October 2015

Rajasthan Public Service Commission (RPSC), Ajmer issued circular for Rajasthan Administrative Services (RAS) Pre 2013 which will be held on 31 October 2015 (Sunday) which was earlier cancelled by RPSC last year.  RAS/RTS Pre 2013 exam New Dates is 31st October 2015 and as per notification issued by RPSC Ajmer. CHECK PRESS NOTE.
This is first and major decision by New RPSC, Chairman Lalit K Panwar appointed in first week of August 2015 with a new hope for candidates preparing for RAS 2013 and pave a way forward for RAS 2015 or RAS 2016 in coming days.

RPSC New Chairman is Lalit Panwar

Rajasthan government appointed retired IAS officer Lalit K Panwar as New Chairman of Rajasthan Public Service Commission (RPSC), Ajmer.  The Department of Personnel (DOP) issued the order stating that Panwar's term would begin with his joining as Chairman of the RPSC, its official said. Earlier, he was Special Secretary to the then Rajasthan Chief Minister Ashok Gehlot. 
Rajasthan Public Service Commission (RPSC) members inlucdes 1 Chairman and 7 members from different areas. Earlier RPSC was having only three members (Surjeet Lal Meena, KR Bagaria, R D Saini) with four vacant seats while Dr. R D Saini was working as Officiating Chairman.
